This role oversees all HR functions, including talent acquisition, compliance, performance management, training, benefits, and employee engagement. The ideal candidate will have a deep understanding of HR in the construction industry\u2014particularly in federal and healthcare projects\u2014and will ensure compliance with government contracting regulations while fostering an innovative and people-first work environment.<\/p>\n<p><strong>Key Responsibilities:<\/strong><\/p>\n<p>\ud83d\udd39\u00a0<strong>Strategic Leadership &amp; Workforce Planning<\/strong><\/p>\n<ul>\n<li>Develop and execute an HR strategy that aligns with Richard\u2019s business goals and growth plans.<\/li>\n<li>Partner with leadership to drive culture, engagement, and employee experience initiatives.<\/li>\n<li>Oversee workforce planning to ensure the right talent is hired, retained, and developed.<\/li>\n<li>Lead and refine DEI strategies to create a more diverse and inclusive workplace.<\/li>\n<\/ul>\n<p>\ud83d\udd39\u00a0<strong>Talent Acquisition &amp; Development<\/strong><\/p>\n<ul>\n<li>Oversee recruitment efforts for field, project management, and corporate roles.<\/li>\n<li>Build and maintain a pipeline of skilled construction professionals and emerging talent.<\/li>\n<li>Develop career pathing, leadership development, and mentorship programs.<\/li>\n<\/ul>\n<p>\ud83d\udd39\u00a0<strong>Compliance &amp; Risk Management<\/strong><\/p>\n<ul>\n<li>Ensure HR policies and practices comply with federal contracting regulations, including:<\/li>\n<li>Davis-Bacon Act<\/li>\n<li>OFCCP &amp; Affirmative Action Requirements<\/li>\n<li>Service Contract Act (SCA)<\/li>\n<li>EEO &amp; Prevailing Wage Laws<\/li>\n<li>Manage compliance reporting, security clearances, and certified payroll obligations.<\/li>\n<\/ul>\n<p>\ud83d\udd39\u00a0<strong>Employee Relations &amp; Performance Management<\/strong><\/p>\n<ul>\n<li>Drive employee engagement and retention strategies.<\/li>\n<li>Oversee investigations, conflict resolution, and policy enforcement with fair and consistent practices.<\/li>\n<li>Lead and implement performance management programs to support career growth.<\/li>\n<\/ul>\n<p>\ud83d\udd39\u00a0<strong>Compensation, Benefits &amp; Payroll Oversight<\/strong><\/p>\n<ul>\n<li>Manage competitive compensation strategies that attract and retain top talent.<\/li>\n<li>Partner with Finance on payroll administration and wage compliance.<\/li>\n<li>Develop and manage employee benefits and wellness programs.<\/li>\n<\/ul>\n<p>\ud83d\udd39\u00a0<strong>HR Technology &amp; Data-Driven Decision Making<\/strong><\/p>\n<ul>\n<li>Optimize HR processes with HRIS, ATS, and workforce analytics.<\/li>\n<li>Track key HR metrics to inform leadership decision-making.<\/li>\n<\/ul>\n<p><strong>Qualifications:<\/strong><\/p>\n<p>\u2705\u00a0<strong>Minimum Qualifications:<\/strong><\/p>\n<ul>\n<li>Bachelor\u2019s degree in HR, Business Administration, or a related field.<\/li>\n<li>10+ years of HR experience, with at least 5 years in a leadership role.<\/li>\n<li>HR experience in construction, engineering, or government contracting.<\/li>\n<li>Strong understanding of Davis-Bacon, OFCCP, SCA, EEO, and prevailing wage laws.<\/li>\n<li>Experience leading recruiting, compliance, employee relations, and benefits programs.<\/li>\n<li>Exceptional leadership, communication, and problem-solving skills.<\/li>\n<\/ul>\n<p>\u2705\u00a0<strong>Preferred Qualifications:<\/strong><\/p>\n<ul>\n<li>Master\u2019s degree in HR, Business, or Organizational Development.<\/li>\n<li>HR Certification (SPHR, SHRM-SCP, or similar).<\/li>\n<li>Experience with mergers and acquisitions (M&amp;A), including workforce integration and cultural alignment.<\/li>\n<li>Experience with union and non-union workforce management.<\/li>\n<li>Background in organizational development, training, and DEI initiatives.<\/li>\n<li>Proficiency in HR technology systems (HRIS, ATS, payroll software, etc.).<\/li>\n<\/ul>\n<p>\u2705 Medical, Dental, Vision, and Life Insurance<\/p>\n<p>\u2705 Health Savings Account (HSA) option<\/p>\n<p>\u2705 15 days of paid time off (PTO)<\/p>\n<p>\u2705 7 paid holidays<\/p>\n<p>\u2705 Richard\u2019s Quarterly Bonus Program (effective after 90-day new hire waiting period)<\/p>\n<p>\u2705 Company 401(k) matching contributions<\/p>\n<p>\u2705 Parental leave policy<\/p>\n<p>\u2705 Fully paid two-month sabbatical leave for employees who reach their 10-year<\/p>\n<p>anniversary<\/p>\n<p>\u2705 Immediate access to mentorship, leadership development, and skills-based training<\/p>\n<p>programs<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Our client, a values-driven construction and general contracting firm focusing on projects that create meaningful, transformative change, is looking for a dynamic and passionate HR Director.
